Toronto’s main stock index plummeted more than 100 points before the long weekend as Canada and the U.S. failed to reach a trade agreement by President Donald Trump’s self-imposed deadline Friday.The two countries met this week for a new round of NAFTA negotiations, hoping to strike a deal by the end of the week, but now it appears talks will continue after the Labour Day long weekend.“With the events that we’re having with NAFTA, certainly having some pressure on the market,” said Sid Mokhtari, with CIBC Capital Markets.The S&P/TSX composite index shed 108.67 points to 16,262.88.“It’s certainly has a lot to do with the politics, and I don’t think it’s primarily anything fundamental at this point,” he said, referencing off-the-record comments made by Trump to Bloomberg News that were leaked to the Toronto Star newspaper and published Friday morning.Trump, who has since confirmed the comments in a tweet, said that any deal with Canada would be “totally on our terms.”Investors may assume the pending deal will not be a good one for Canada or not quite what the country is looking for, said Mokhtari.Both countries have remained stubborn on certain issues and negotiations are expected to continue next week, starting Wednesday. Trump notified Congress that his administration intends to sign a trade agreement in 90 days with Mexico and Canada, should it be willing to do so.The health care and information technology sectors were the only two on the TSX to close in the green and offset some of the losses on the index. Cannabis companies Aphria Inc. and Canopy Growth Corp. led the health care sector where shares gained 6.06 per cent and 2.4 per cent respectively.The rhetoric also pushed down the Canadian dollar. Kolkata: The Election Commission (EC) has given the nod to the state government to continue with its social scheme “Rupashree”.Chief Secretary Malay De has recently sought clarifications from the EC regarding the continuation of some of its schemes with the Model Code of Conduct (MCC) in place after the announcement of the Lok Sabha polls. The Commission, a few days back, had granted permission to the state government to continue its “Somobyathi” scheme. Under the “Rupashree” scheme that was launched in April 2018, one-time financial assistance of Rs 25,000 is given to the economically-stressed families at the time of their daughters’ marriages. In “Somobyathi”, a one-time ex-gratia grant of Rs 2,000 is given to the bereaved family members of a deceased who are in extreme financial need. It may be mentioned that a number of people had approached the state government informing about their difficulty as they were not getting benefits from certain schemes like “Rupashree”, “Somobyathi” and the like. Chief Minister Mamata Banerjee had directed De to take up the matter with the EC as she felt that the MCC should not be a hindrance in running schemes of public interest that have been announced much earlier and are ongoing. She also expressed her concern over the sufferings of people with the stalling of such schemes. “Marriages are settled much earlier and the rituals are performed as per the convenience of the family members. Similarly, an unfortunate death of a person may occur anytime. The Model Code of Conduct should not be a barrier in providing benefits under these schemes,” Banerjee had reasoned. A senior official of the state government informed that the government has also urged the Election Commission seeking an extension of procurement of potatoes from farmers by a week. The dates for the purchase of potatoes from farmers was scheduled from March 1 to 17. However, with heavy rains affecting the potato cultivation, the state had sought extension till March 24. “The EC is yet to respond to this plea,” the official said.
New Delhi: The Supreme Court on Tuesday issued a notice to advocate Utsav Bains who has alleged that there is a conspiracy to frame Chief Justice Ranjan Gogoi in a sexual harassment case.The bench, headed by Justice Arun Mishra, while directing the presence of Bains on Wednesday in the court, asked him to produce evidence in support of paras 17 and 20 of his affidavit filed in the apex court on Monday. The court has taken suo motu cognisance of his affidavit.
New Delhi: Former Army chief Dalbir Singh Suhag has been appointed as India’s next high commissioner to Seychelles, a country which is of strategic importance to India in the Indian Ocean region.”He is expected to take up the assignment shortly,” the Ministry of External Affairs said while making the announcement. General (retired) Suhag was the Army chief from July 31, 2014, to December 31, 2016. He was also part of the Indian Peace Keeping Force (IPKF) in Sri Lanka in 1987. In June last year, Seychelles President Danny Faure visited India during which both countries agreed to work together on the Assumption Island project. New Delhi: Congress president Rahul Gandhi Wednesday tendered an unconditional apology in the Supreme Court for wrongfully attributing to the apex court the ‘chowkidar chor hai’ remark in the Rafale verdict. He also sought closure of the criminal contempt proceedings against him on a petition filed by BJP MP Meenakshi Lekhi. In a fresh three-page affidavit, Gandhi said he holds the apex court in the “highest esteem and respect” and that he has never sought to do anything which interferes with the process of administration of justice. The deponent further states that any such attributions were entirely unintentional, non-wilful and inadvertent,” Gandhi said in his affidavit. “The deponent most respectfully prays that this court may be graciously pleased to accept the instant affidavit and close the present contempt proceedings,” the affidavit stated. New Delhi: Jamia Millia Islamia’s first woman Vice-Chancellor Najma Akhtar has urged varsity staff to ensure that they pass no comments on students’ clothing, complexion, race or religion. Addressing the members of the teaching and the non-teaching fraternity Monday, Professor Akhtar underlined the need for updating the existing courses, overhauling outdated ones and opening new courses in sync with contemporary demands. “Growth and development of an institution has two dimensions consolidation and expansion. We must try to consolidate what we already have, update and tone up programmes that have been running and overhaul those that are outdated and lagging behind,” she said. Akhtar said JMI is a gender-sensitive institution and right from its inception, it has embraced the idea of co-education and healthy mixing and growth of both genders. “Let us do nothing or make no such utterances that can be even remotely be interpreted as disrespectful or derogatory to women,” she cautioned. Staff members should not make any comments on a student’s clothing, complexion, race, place of origin or religion, Akhtar said. “Women empowerment will be a special focus of the current administration,” the vice-chancellor said, adding, “let us all cultivate common virtues of humanity and cosmopolitanism.”

To deal with any kind of clash and other problems, 53 Flying Squad Team and 60 Static Squad Team (SST) will be there to assist the other two groups. Apart from patrolling teams, there will be 180 police picket and 80 naka-checking points which will be made static throughout Sunday. There will also be a special Mobile Striking Force which would be led by Divisional Deputy Commissioners. According to sources, normal security arrangements will be in place. Apart from general Heavy Radio Flying Squad (HRFS), Striking Force (SF) and River Patrol and Divisional Mobiles will be deployed usual. Sensitive areas will be kept under strict vigil. Central Forces will reach the designated polling booths by Saturday afternoon.
SULAYMANIYAH – Syrian refugees struggle to survive the cold weather and bleak camp conditions at Arbat refugee camp in the Sulaymaniyah province in the Kurdish regional administration in the north of Iraq.Refugees reportedly face extreme need for doctors and medical supplies.The Arbat camp hosts around 2,000 Syrian refugees and most of their basic needs, such as food and clothes, are met by the Iraqi Kurdish people. Refugees, who are able to find job and cheap shelter, migrate to cities, while the number of refugees working and living in Sulaymaniyah exceeds 20,000. Those without employment and shelter in city centers struggle against winter conditions in camps.Speaking to Anadolu Agency, Muhammed Yusuf, a Syrian refugee, said they are in need of gynecologists and medical materials, stressing that it would benefit the women in the camp if the administration permits Syrian doctors to work there.Muhammed Ahmed, another refugee, said the camp’s tents were not suitable for winter conditions and occasionally caught fire, against which camp residents stood guard.Refugees at Arbat camp also ask the administration’s officials to transfer them to the Behirke camp near Irbil.

It’s no fun to root for a perpetually losing team, especially if its performance seems unlikely to improve. Conversely, an unexpected contender has a way of lifting one’s spirits.But wins and losses are much easier to measure than happiness. We do have a proxy, though: the masses at Reddit. I scraped comments from each team’s subreddit1Using this script to get text from specific subreddits. on the website and determined how happy their comments were.2In technical terms, the valence of each subreddit, or how positive it was. To do this, I used the AFINN-111 word list, which was assembled by Finn Arup Nielsen in 2011. To do that I used sentiment analysis, collecting the words used by each fan base to determine their overall level of joy. More positive words (“win,” “wow,” “wonderful”) point to a happier fan base, and more negative words (“unimpressed,” “miserable,” “wrong”) suggest the opposite.Here are some highlights of what I found (a full table is at the bottom of this post):There are some caveats, as there always are with sentiment analysis. The word list I used was calibrated to a sentiment analysis of Twitter — it’s possible that language is used differently on Reddit, and so the sentiment scores may not be as calibrated to the medium as they would be if we had Reddit-centric sentiment scoring. For example, the word “damn” is rated as strongly negative, since it is usually a negative exclamation (“damn, we lost again”). However, it can also be used in a positive sense: “damn, that was our fifth straight win, we are pretty good.” And maybe people on Reddit “damn” more positively than the hordes on Twitter. (The same can go for any word used atypically in any sentence, making its meaning different from how the algorithm interpreted it.) Also, people who write on Reddit do not constitute a random sample of a team’s fans.But let’s get back to the results. Hope springs eternal in the offseason but is extinguished for many fan bases by July.3All measurements come from three time periods: one preseason (Feb. 15 to March 15), one pre-trade-deadline (June 15 to July 15), and one crossing the trade deadline (July 15 to Aug. 15). That makes sense given how many teams don’t have any hope left. In the preseason, only one team — the Phillies — had playoff odds less than 1 percent, per FanGraphs. Now, 11 teams have odds less than 1 percent. Sentiment scores per word — our index of happiness — tended to be between 0.3 and 1 on the sentiment scale in the offseason, indicating that the average word was a positive one (between a neutral word and the word “agreement”). Nowadays, the same scores have plunged. Clearly the grind of the MLB season wears on the fans’ happiness as it does the players.Every fan base lost some of its happiness from the preseason, save one: the Chicago Cubs, who increased their sentiment score by a bit. The Cubs have not only been contenders in the crowded National League Central, they have also seen a number of top prospects called up, most notably Kris Bryant (but also Addison Russell and Kyle Schwarber). Not only are the Cubs contending a little earlier than expected — the future is even brighter.All other teams’ fans have become much less happy since February, but not all by the same amount. The change in sentiment score from February to July is roughly in proportion to the change in playoff odds of each team.4The correlation coefficient is r = -.3, which is not quite significant. Teams that made strides in their playoff hopes such as the Yankees, Angels and Dodgers have seen the smallest declines in sentiment since February. At the other end of the spectrum, teams such as the Mariners, Athletics and Padres have seen their playoff odds tumble. Their fan bases also have had some of the most pronounced declines in sentiment scores per word.From July to August, sentiment scores were steady, fluctuating about four times less than they did from February to July.5The Pearson correlation value was a strong .746. The trade deadline didn’t seem to do much to move the needle in terms of fan happiness, but the teams that did gain are mostly the ones you’d expect: the Blue Jays (who strengthened their roster enormously), the Cardinals (who locked down a playoff spot) and a few others who were riding winning streaks. On the other side, the Tigers lost happiness, witnessing their championship window close and their highly regarded general manager leave.Although on-field success can buy happiness, it doesn’t seem to work for every team. The Royals have gained the most playoff probability of any team since the preseason, but they lost the fourth-most happiness from the offseason to July. There are any number of potential reasons6Including the All-Star controversy, an injury to their star player (Alex Gordon), and enmity from other teams/fan bases. for the relative grumpiness of Royals fans, but one may be that fans were more optimistic about the Royals than the projection systems. While contention in Kansas City may seem surprising to sabermetricians, it may not to Royals fans who were riding high off a World Series appearance.Conversely, failure on the field isn’t necessarily enough to dissuade a happy fan base. The Phillies, hopeless since the beginning of the year, nevertheless have fans who aren’t that much sadder than they were before the season. Despite the loss of erstwhile ace Cole Hamels at the trade deadline, fans have gotten happier since July — his trade and others signaled a shift in direction for the team toward rebuilding. As above with the Cubs, fan bases seem to not only weigh the present but also to consider the prospect for future improvement.There are also some inexplicable cases such as that of the Rays, whose fan base declined in sentiment much more dramatically than their playoff odds would lead one to expect. It’s possible that the Rays’ 4-8 slide in July before the All-Star break had something to do with it, or the seven-game losing streak from June 28 to July 4. The streaks, winning and losing, may play havoc with fans’ emotions, causing people to see false patterns suggesting imminent decline in what is mostly random fluctuation.Obviously, we’re grasping for answers as to why fans are happier or sadder as the season goes by. But the general trend seems to be that a complex calculus of current performance and hope for the future dictates how happy each team’s fan base feels. Of course, it all resets come March. Hang tight, Reds fans. Only a few more months to go.
